Dear Mr. Judenberg: Thank you for your letter of March 2nd regarding the inconvenience caused Orthodox Jews by the new traffic regulations. Letter from Henry Liebman about the Reason for West Side Alternate Parking Regulations on Shabbat (1962)

Dear Rabbi Lamm: Thank you for your letter of April 5, 1962. The Saturday alternate parking regulation was suspended a few years ago to permit us an opportunity to study the effect on street cleanliness. After a thorough review of our findings, it was decided that in approximately 30% of the streets in the more congested areas, Saturday cleaning was essential to provide a cleaner environment for all the residents. In point of fact, car owners can make arrangements the day before to park their cars in areas that would not be affected by the Saturday ban. Since no ban is in effect on Sundays, they would not have to move their cars on Saturdays.We regret very much any inconvenience caused by the restoration of the Saturday cleaning, but in these congested areas, we have no recourse but to have the vehicles out of our way to permit economical machine cleaning.Very truly yours,Henry LiebmanDirector of Operation
